Attorney Russell S. Palmer has been working with Attorney Ron Stevens on all types of criminal matters since 2016 concentrating on Operating Under the Influence cases.
He maintains an Office in Middletown adjacent to the Middlesex County Court House and has represented thousands of individuals accused of operating under the influence of intoxicating liquor and has been listed in The Best lawyers in America since 2007 for DUI/DWI Defense. He was a member of the Board of Pardons and Paroles from 2006 to 2015, sitting on Pardon Panel decisions.

Department of Motor Vehicles
Since 1990 Attorney Palmer has represented approximately fifteen hundred (1500) respondents in Per Se hearings before the Department of Motor Vehicles, and argued ten administrative appeals in the Superior Court.
He has also handled the following types of administrative hearings before the Department of Motor Vehicles:
- medical fitness to operate either a motor vehicle or a commercial motor vehicle;
- qualifications to hold a public service license;
- reduction of license suspension based on an out-of-state operating under the influence conviction; and
- reduction of lifetime suspension for operating under the influence.
Co-counsel in an administrative hearing before the Department of Environmental Protection involving the appeal of a safe boating certificate suspension arising out of a fatal boating accident.
